English Local Authorities Plan to Dispose of Social Clubs and Sports Centres to Manage Finances

According to a recent survey of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in England stated that 60% of local authorities are intending to sell assets to cover the escalating costs of adult and children’s social care.

Councils have previously come under fire for disposing of public land and open spaces to support their budgets, but they argue they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of councils attempting to generate funds from a fire sale of assets represented “a distinct shift from 2024, when the largest share (six in ten) of municipal officials said they would focus on service redesigns and utilising financial reserves to weather growing fiscal pressures.”

Detailed Examples of Planned Sales

Medway Council in Kent announced its asset disposal plan featured the sale of a shopping centre in a local town and a community venue in another town to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all provide rental income for the authority, will also be sold under the plan.

Council Tax Increases and Broader Fiscal Strains

The survey of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will have to increase local levies next April to cover the rising cost of essential services, higher levels of homelessness, and a persistent housing shortage.

The authority explained it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures require time to deliver both improved services and financial savings,” stated Vince Maple.

He added: “We face demographic pressures which will continue to add to the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of regional authorities this week further found council budgets being stretched by the growing number of young people and adults needing special educational assistance.

A network of councils said that local shortfalls will hit £4.4bn a year by 2029, as they struggle to manage rising needs.

Government officials have put off planned reforms to the Send system until the coming year after a policy document outlining those changes was recently delayed.

Disadvantage and Funding Gaps

According to the most recent deprivation measures (IMD) covering UK local authorities, several participating urban areas were among the most disadvantaged in England.

  • “Member cities like several major towns rank in the top 30 nationally under the latest deprivation indices,” noted the report.

“While only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, urban areas are far more likely to be in the most deprived fifth of England. The figures underscores the extent of challenges confronting local leaders across key cities in the coming year,” the report concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable funding system that accounts for and addresses the real levels of disadvantage and demand,” said Michael Mordey.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the detriment of their residents.”

A fifth of councils have cut or compromised care services in the last year, the survey revealed.
